Need more detail: is it a specific program (like Word) or all programs? A first guess is that maybe that Caps Lock is set and your program can't take Ctrl-C (as opposed to Ctrl-c). Each program can set up these functions any way it wishes, and some are not set up to be as flexible as possible.
It should be on.
Be sure you are holding down the CTRL key while you hit the other key.
If it's a MAC
use
APPLE-C for copy
APPLE-V for paste
APPLE-X for cute
high-light the icon and press contrl+mouse click it will give you all the options ( it works like the right click of the PC mouse).
If it's a mac use the apple (command) key plus c for copy and v for paste. Also if that doe not work be sure you do not have the numbers lock on. I did that once. If it's a windows....I'm Sorry!
