I pressed Control C at start up and even if i turn off the laptop, the Dos screen re appears?

i was trying to restore my comp to factory settings wince i had the blue death screen show, i remember pressing control c and after that the black screen wont let me exit. I dont know how i even changed the drive to Q. anything i type it responds ';bad command or file name'; and it says ';Q:\%26gt;';? before that my toshiba does not recognize the REcovery CD and it says WROng machine. The ? is how do i get to factory settings from this display screen since i cant even restart the comp or turn it off?I pressed Control C at start up and even if i turn off the laptop, the Dos screen re appears?
