No it should work on all speeds ......... it sounds like the fan speed resistor is bad .... it should be located under the dash on the right side near the blower motor / housing ........ it may be square , round or football shaped with a 3 to 4 wire plug attached with 2 screws holding it in place ......... remove the plug ... then the 2 screws ...most auto parts stores may have this in stock bring all the info for your car make ,model, engine size ,
